I do not find Penguins Arena Map Editor on steam nor in my file steam Valve/stea

Hello I have to buy Penguins Arena on steam I is read that he(it) has a publisher(editor) of map but I find him(it) nowhere neither in games(sets) nor in the file valve / steam / penguins arena. I would like to know or is this publisher(editor) and if we can use him(it) with steam.
